Under a proposal by the provincial Department of Culture, Sports and Tourism, the festival would carry the overall theme 'Four Seasons of Connection-One Shared Belief', with separate themes and key events for each season.
Spring, from January to March, would focus on the sea and Lunar New Year celebrations, followed by summer events from April to June, autumn activities from July to September and winter programmes from October to December.

Each quarter would feature a major cultural or tourism event, with an international event also being considered in southern Khanh Hoa, potentially building on the former Ninh Thuan Grape and Wine Festival.
The proposed format is aimed at broadening the festival's appeal throughout the year and diversifying tourism products based on Khanh Hoa's coastal landscapes, culture, local produce and traditional festivals.
The 2026 Khanh Hoa Sea Festival, held from July 17-19, attracted about 787,500 visitors, including around 50,000 international arrivals.
Tourism revenue during the festival was estimated at more than VND 1.3 trillion, while accommodation occupancy exceeded 85 per cent province-wide and topped 90 per cent at four- and five-star hotels and resorts.
By spreading events throughout the year, Khanh Hoa hopes to attract visitors in different seasons, encourage longer stays and generate greater tourism revenue.
The year-round format would also allow local communities and businesses to develop events, tourism products and experiences linked to different areas and seasons.
