Speaking at the ceremony, Dao My, vice chairman of the Dak Lak Provincial People's Committee, said the project carries significant social value by providing both community facilities and safe shelters during natural disasters.
The buildings will be used for meetings and community activities throughout the year while serving as evacuation centres and emergency shelters during the rainy and flood season, helping reduce the risk of casualties and property losses.
The first phase of the project, comprising 100 community houses, has a total investment of more than VND 170 billion (approximately USD 6.5 million) and is scheduled for completion before September 2.

Nguyen Thi Ngoc, a 52-year-old resident who attended the ceremony, said the new facilities would give local people greater peace of mind during the annual flood season while also providing a permanent venue for village activities.
"Having community houses that also function as flood shelters will help residents feel much safer when heavy rains and floods arrive. We are delighted by the attention and support from the Government," Ngoc said.
During the ceremony, Deputy Prime Minister and Minister of National Defence Phan Van Giang, together with Nguyen Thanh Nghi, head of the Central Policy and Strategy Commission, presented 20 gift packages to disadvantaged households in Hoa Thinh Commune.
