The woman and two young men are found burning a large amount of votive paper at a corner of the staircase on the fourth floor of the Thanh Cong Apartment Building on May 31.

Nguyen Thi Hanh and two young men were found burning a large amount of votive paper at a corner of the staircase on the fourth floor of the Thanh Cong Apartment Building at 11.30 am on May 31.

When some other residents came to ask Tuyet to stop, she refused, insisting that there was no problem as no fire had occurred in the block she had lived in 40 years.

Some people took videos of her activities and posted them on online.

After receiving complaints from some residents at Thanh Cong Apartment Building, Tuyet was summoned by the Ba Dinh District Police and was fined VND4 million for violating fire safety regulations.

Hanoi has experienced deadly fires in recent days. On May 24, a fire broke out at a house in Trung Kinh Street, killing 14 people and injuring six others.
