The section will run from Pac Bo in Truong Ha Commune to its intersection with the former National Highway 3, now part of the Ho Chi Minh Road, in Bach Dang Commune.
Designed for speeds of up to 60 kph, the project will involve upgrading and widening about 25.7 km of existing road and building 13.1 km of new road.
Around VND 3.1 trillion of the investment will come from the state budget under the 2026-2030 medium-term public investment plan.
Preparatory work is scheduled for 2026, with construction expected to begin in 2027 and be completed in 2029.
The upgrade is aimed at improving Cao Bang's connections with the national transport network, neighbouring provinces, border gates and tourist destinations, while increasing transport capacity and improving road safety.
The existing route has limited capacity and travel speeds, particularly through densely populated areas.
