The provincial People's Committee has finalised a proposal for the programme and submitted a draft resolution seeking financial support for its implementation.
The first phase will operate six routes serving schools in Halong, Hong Gai and Ha Tu wards. About 50 electric buses with 30 seats each are expected to serve around 2,150 students, meeting about 82.5 per cent of surveyed demand.
The fleet could be expanded to as many as 100 buses if demand increases and funding is available.
The buses will operate in line with school schedules and meet requirements on vehicle safety, drivers, attendants, fire prevention and traffic safety, according to the proposal.
The programme will also use digital technology to manage student attendance, monitor vehicles in real time and connect operators, schools and parents.
The province also plans to subsidise operating costs for the 2026-27 school year and partially cover loan interest for companies investing in the electric buses.
A survey found that 96.6 per cent of parents supported the service, while nearly 59 per cent of schools experience traffic congestion during peak hours, largely because students are driven to school in private vehicles.
