PM presents report on Government's 2011-2016 performance

Accordingly, during the period, the Government and the PM led, monitored and directed efforts to  control inflation, stabilize the macro-economy and ensure sustainable development.

To protect the rights and benefits of citizens, the State and the Government directed the realization of Constitution, laws and legal documents. The National Assembly approved 95 laws and ordinances submitted by the Government, accounting for 86% of laws and ordinances issued.

The National Assembly also ratified the organization of 22 ministries and ministerial-level agencies.

Over the recent five years, as many as 25 resolutions and documents on simplifying administrative procedures were issued and 4,471 administrative procedures simplified. The application on information technology, the establishment of e-Government and the national database were enhanced.

Besides, the report pointed out shortcoming and obstacles in socio-economic management, law enforcement and establishment, inspection works, complaint and denunciation settlement, anti-corruption, international integration and coordination between the Government and other ministries.

Five lessons learnt

The report revealed five lessons drawn from the Government's and PM’s working term.

Firstly, concentrate on completing the market economy, establish a State of rule of law, promote democracy and create a foundation for fast and sustainable development.

Secondly, closely follow the tasks and the principle of democratic centralism, enhance unity and uphold the role of the Government and the responsibility of the PM and Government members.

Thirdly, ensure social security, develop rural areas, ethnic minority and disadvantaged areas, accelerate culture development and social progress and equality and improve the ownership of people.

Fourthly, strengthen national defense, guarantee national independence and sovereignty, boost up international integration and increase the status and prestige of Vietnam in the world.

Fifthly, enhance the unity bloc and uphold the strength of the whole nation, create social consensus and promote close coordination between organizations to effectively realize the Party’s guidelines and State’s laws and policies.

The report affirmed that during the 2011-2016 period, the Government and the PM did their utmost to fulfill their assigned tasks and functions.

The new Government is expected to bring into full play these achievements, overcome obstacles and shortcomings and take full advantages of favorable opportunities to successfully realize the five-year socio-economic development plan in the 2016-2020 phase.
