The project’s goals are to help remote and disadvantaged communities build up their telecom infrastructure and services, providing communes nationwide with multi-service broadband connection and to bring television and radio coverage to all the territories of the country.
Rural areas that are not equipped with postal services will receive them, and all organisations, businesses and agencies of each commune will be provided with land-line phones; people’s committees, schools and health care facilities will receive access to the internet.
The project should raise phone coverage by between 40% and 50%, and internet connectivity by between 30% and 40% in rural areas by 2020.
From now to 2015, the project will focus on setting a model for public internet services in rural areas and create specialised television programms for rural areas.
