The first phase of the HCM City-Moc Bai Expressway project is 51 kilometres, including 24.7 kilometres running through 11 communes of Cu Chi District, including Tan Thanh Dong, Tan Thanh Tay, Tan Phu Trung, Phu Hoa Dong, Phuoc Vinh An, Tan An Hoi, Nhuan Duc, Phuoc Hiep, Trung Lap Ha, Trung Lap Thuong, and Phuoc Thanh.
It has a total investment of VND19.61 trillion (USD754.61 million). Of this figure, VND5.05 trillion will be used for the section going through HCM City, including VND4.33 trillion for compensation and resettlement.

The total affected area is about 220 hectares. The city plans to acquire land from around 2,177 households and organisations. Among them, 254 cases are eligible for resettlement plots.
HCM City will finalise compensation and resettlement plans by the second quarter of 2025, with payments and land handover scheduled for between the third and fourth quarter of this year to ensure the HCM City-Moc Bai Expressway project starts in the first quarter of next year.
According to the HCM City People's Committee, enforcement measures will be carried out within 90 days of payment if residents fail to hand over the land after receiving compensation.
Cu Chi District authorities will hand over non-compensated public land in advance to facilitate mine clearance, which is scheduled to begin on April 30.
