Nghe An Province’s district authorities are employing more high ranking officials than normal staff.

According to the local department of home affairs, the financial and accounting board of the local department of agriculture and rural development employs 15 people, including one manager and six deputy managers. The department has one director and seven deputy directors.
The Department of Home Affairs has 31 full-time staff. Among those, 19 occupy management positions, including one director, four deputy directors and the rest being managers and deputy office managers.
The Financial and Accounting Board of An Son District People’s Committee has four full-time staff who are all leaders, including one office manager and three office deputy managers.
Cao Thi Hien, Director of Nghe An's Department of Home Affairs said that this was the result of the merger of provincial departments and agencies. The Department of Agriculture and Rural Development was formed after merging the departments of fisheries, forestry and agriculture. After the change, a number of managers of the old departments were appointed as deputy managers in their new departments.
Under Decision 63 issued in 2008 by Nghe An People’s Committee, each district-level agency is only allowed to have one manager and from one to two deputy managers. In cases where they wish to employ a higher number than stipulated, they have to seek approval from the Department of Home Affairs.
