Even though Hanoi People's Committee has applied social distancing and asked residents to follow preventive measures including maintaining two metres distance from each other and not gathering of five people outside of public places, many people have ignored the rules.

People bumped into each other, not keeping a straight line or any distance outside of the National Institute for Control of Vaccines and Biologicals. The institute planned to work from 7 am to 11 am, however, due to the large crowd, they had to close at 10 am. The crowd only started to disperse when the institute stopped receiving more people for tests.
People rushed to take tests for Covid-19 as many provinces and cities in Vietnam require a negative test result certificate for Covid-19 upon entrance. Drivers, factory workers and people who have high travel demand need the certificate. Each certificate is valid for three days and the test costs VND320,000 (USD14).

"I came here at 6 am but because of the crowd, I only finished at 9 am. I'm worried about the crowd too but I had no choice, I have to get a test quickly to work," driver Le Dinh Khanh said.
