On Monday evening, Phan Thien Dinh, vice chairman of the provincial people’s committee received a call from a person saying that Rao Trang Hydropower Plant 3 in Phong Dien District faced severe landslides, leaving 14 and 17 workers missing.


However, when he asked for further information, the call suddenly ended due to either a signal loss or low battery.

Right after that, Major General Nguyen Doanh Anh, commander of the Military Zone 4 and Phan Ngoc Tho, Thua Thien-Hue Province People’s Committee chairman attempted to visit the site, but they failed due to the severe flooding.

At present, the military force is still facing challenges to get access to the hydropower plant because of the serious inundation. Meanwhile, the cable systems were damaged in many areas in the province, including Rao Trang Hydropower Plant 3 area, affecting communications among agencies.

This morning, October 13, Duong Van Quy, deputy director of Rao Trang Hydropower Plant 3, said that the company would hire a helicopter for the verification; but it remains unsure when this can be conducted as the weather in Hue is very unfavourable.
