Under Government Decree 165, effective February 15, four-wheeled passenger vehicles with engines, including electric motors, are only allowed to operate on roads with 30 km/h or lower speed limits. These electric vehicles are banned from running on urban or mixed-traffic roads where speed limits exceed 30 km/h.
According to the Hanoi Department of Construction, the Hoan Kiem Lake-Thang Long Imperial Citadel electric vehicle route goes through streets with speed limits of 40 to 50 km/h, making these vehicles incompatible with the new Decree 165 regulations.
Launched in February last year, the Hoan Kiem Lake-Thang Long Imperial Citadel electric vehicle route takes tourists through some of Hanoi’s most iconic streets, including Dinh Tien Hoang, Hang Dao, Hang Ngang, Hang Buom, Ma May, Hang Bac, Hang Duong, Dong Xuan, Hang Giay, Quan Thanh, and Nguyen Bieu, before ending at the Thang Long Imperial Citadel.
The Hanoi Department of Construction has urged the Hoan Kiem District People’s Committee and Dong Xuan Joint Stock Company, the route operator, to have appropriate solutions and adjustments in line with the new regulations.
Hanoi currently has three four-wheeled electric vehicle routes operating around Hoan Kiem Lake.
