Major park planned along Hanoi’s To Lich River

Hanoi has approved approximately USD 185 million for a park project along the banks of the To Lich River, aiming to transform the polluted waterway into a cultural and environmental landmark.

The project, covering nearly 738,000 square metres, is expected to revitalise the 13.4-km river, restore its historical value and create a continuous green corridor to regulate the environment. City officials said the area would become a hub for community interaction, cultural events and commercial activities.

Key features will include green spaces, squares, river walks, embankments, playgrounds, sports fields, parking areas and pedestrian pathways. A landscaped riverside route will be raised 1.02 metres above the river’s average water level.

Plans also call for a multimedia water fountain system that combines fire and light effects, as well as spaces for outdoor performances, laser light shows, recreation, and sports.

Work is scheduled to begin in the third quarter of 2025 and is expected to be completed by the third quarter of 2027.

The To Lich, once a tributary of the Red River, flows through 12 wards of Hanoi. For years, the river has been heavily polluted by untreated wastewater discharges. Despite multiple clean-up efforts in past years, previous projects have failed to bring lasting improvement.

Hanoi authorities have recently launched a new environmental rehabilitation programme for the To Lich River, in which water has been diverted from West Lake into the river since September 9 to help revive it. In addition, treated water from the Yen Xa Wastewater Treatment Plant will be supplied to maintain the river’s flow. All 245 wastewater outlets along the river have now been redirected to the plant. The city is also accelerating landscaping and renovation work along the riverbanks.
