The Quang Ninh Department of Culture, Sports and Tourism said the opening programme will be the centrepiece of a wider summer culture, sports and tourism week.
Scheduled to begin at 8 pm, the event will be broadcast live on Vietnam Television.
The carnival will feature three main segments, a parade, ceremonial rituals and a special art programme, tracing Quang Ninh’s journey from a heritage-rich region to a dynamic growth hub.

The artistic showcase will blend traditional culture with modern performance technology, featuring both domestic and international artists.
A highlight will be a parade of 60 themed floats representing localities, businesses and international troupes, alongside vibrant street performances celebrating the culture of Vietnam’s coal-mining region.
As part of the festivities, a street festival titled Dance of Five Continents-Quang Ninh Welcomes Summer will run from April 28 to May 2 along coastal routes in Halong, Hong Gai and Bai Chay, with international art troupes taking part.
Meanwhile, a light show dubbed the Heritage Bay Cruise Light Festival will see around 50 illuminated tourist boats sail along the shoreline from Hon Gai Beach to Tuan Chau Port, creating a large-scale visual display across Halong Bay.
Authorities said the programme is expected to boost the province’s tourism profile and support the growth of its service economy.
