The arrests followed an investigation into the Hon Nguu Cable Car Terminal and Aquarium Service Complex project, developed by the company in Vung Tau.

Initial findings showed that Dau The Anh, as company head, had authorised and directed the purchase and disposal of more than 15,000 tonnes of construction waste to reclaim over 4,400 square metres of sea area within the Hon Nguu Aquarium project site, without approval from competent authorities.

The waste material failed to meet technical standards. It had not been approved in the project’s environmental impact assessment report, causing severe harm to the marine environment and ecosystem around Hon Nguu.

Investigators said employees Nguyen Duy Quoc Hung and Trinh Ngoc Hiep assisted in supervising, measuring, and managing the illegal dumping.

Based on the evidence collected, police have detained Dau The Anh and Nguyen Duy Quoc Hung, while placing travel restrictions on Trinh Ngoc Hiep pending further investigation.

Authorities are continuing to clarify the violations, environmental damage, and the responsibilities of individuals and organisations involved before transferring the case to prosecutors for legal proceedings.
