The programme aims to improve living conditions for service members and help stabilise their livelihoods so they can focus on their duties.

Of the targeted total, the ministry plans to directly develop about 39,000 units, while local authorities are expected to build an additional 20,000 social housing units for military families.
The ministry has asked provincial authorities in 26 provinces and cities to allocate land for the programme, covering about 335 hectares.
Several projects are expected to break ground in the second quarter of 2026 in Khanh Hoa Province, Quang Ninh Province, Bac Ninh Province and Hanoi, creating around 4,774 housing units. Authorities expect the overall target to be achieved or even exceeded by 2030.
In Military Region 1 alone, demand for housing among personnel is estimated at 5,954 units, including 5,045 social housing apartments and 909 official residences.
The ministry and local governments in Bac Ninh Province, Thai Nguyen Province and Lang Son Province have agreed on five land sites covering about 12.5 hectares, with three projects in Bac Ninh currently selecting investors. These projects are expected to provide about 1,024 housing units.
Separately, the ministry said the armed forces currently have 21,222 official housing units across 34 provinces and cities.
On October 27, 2025, the ministry submitted to the prime minister a plan to develop official housing for military personnel during the 2026-2030 period, covering 44 projects in 17 provinces and cities with a total of 6,777 units.
Once completed, the number of official housing units in the armed forces is expected to reach around 30,000, meeting about 80 per cent of housing demand across the military.
