The proposal was discussed on September 14 during a meeting between the Hung Yen People's Committee and infrastructure developer Deo Ca Group on a potential public-private partnership (PPP) investment scheme.
Nguyen Manh Quyen, deputy secretary of the Provincial Party Committee and chairman of the Hung Yen People's Committee, said the province had completed transport infrastructure planning, including key routes connecting major growth areas with neighbouring localities.

The planned airport link has been identified as one of the province's most important transport projects. Under the proposal, the route would stretch more than 34km and feature a 10-lane expressway designed for speeds of up to 120km/h.
Parallel roads would run along both sides of the expressway, with four lanes in each direction. The total road corridor would be approximately 120 metres wide.
The project is expected to be divided into two components. Land clearance would be funded through the state budget, while construction would be carried out under a PPP arrangement using a build-transfer (BT) contract model.
Provincial authorities said the route alignment has largely been identified and land resources along the corridor have been reviewed for potential development and utilisation.
During the meeting, officials and company representatives discussed the project's scale, investment procedures and implementation schedule.
Deo Ca Group expressed support for Hung Yen's transport development plans and said it was prepared to cooperate on major infrastructure projects, beginning with the proposed connection to Gia Binh International Airport.
The company also suggested several measures to address obstacles and accelerate implementation.
Concluding the meeting, Nguyen Manh Quyen stressed the strategic importance of the project for the province's socio-economic development.
He endorsed separating land clearance into an independent state-funded project, while the construction component would be subject to further study to determine the most suitable investment mechanism.
The Department of Finance has been tasked with coordinating with the Department of Construction and Deo Ca Group to prepare project proposals and develop financial scenarios for submission to higher authorities for consideration.
