HCM City expects major flood relief from VND 10 trillion project

HCM City expects its VND 10 trillion (USD 380 million) flood control project to prevent flooding caused by heavy rain and high tides within its designed capacity once operational.

The municipal Department of Construction has outlined plans to operate the first phase of the project, which aims to tackle tidal flooding while taking climate change into account.

The department said the system was designed to handle rainfall of up to 85.36 millimetres over three hours and tidal water levels of up to 1.32 metres.

Under these conditions, the system is expected to prevent flooding by maintaining controlled water levels in major canals and ensuring drainage remains effective even when heavy rain coincides with high tides.

The project covers approximately 570 square kilometres, focusing initially on tidal flooding in southern and central HCM City.

Authorities will review other flood-prone locations within the protected area after addressing the main tidal flooding hotspots.

The department said effective operation would require close coordination between tidal control gates, drainage outlets and pumping stations to maintain water flow throughout the protected area.

Once construction is inspected, approved and handed over, the city's Transport and Technical Infrastructure Management Centre will coordinate with the project operator to manage floodgates, pumping stations and drainage outlets.

Operations must follow approved procedures, with water-level monitoring data shared to support timely adjustments.

The investor has committed to training and certifying operating staff in accordance with regulations.

It will also participate in operating the system for three years and extend the project's warranty by an additional 36 months.
