The National Centre for Hydro-Meteorological Forecasting said heavy rain is affecting many provinces and cities across northern Vietnam and the north-central region.
Rainfall is forecast to persist on September 15-16 and may intensify in many areas.

Bac Ninh and the former Hoa Binh area are forecast to receive 100-250mm of rain, with some places exceeding 400mm. In southern Lao Cai, including the former Yen Bai Province area, rainfall is expected to range from 70-150mm. Notably, Hung Yen, Ninh Binh, southern Phu Tho and Thanh Hoa could see 200-400mm, with isolated areas receiving more than 500mm.
In Hanoi alone, rainfall on September 15 is forecast at 100-250mm, with some areas in the south of the city likely to record more than 250mm.
The meteorological agency warned of urban flooding, particularly in low-lying areas.
According to the agency, water levels on rivers from Quang Tri to Hue are falling and are generally below alert level 1, except for the Bo River in Hue City, which is at alert level 1. Rivers in northern Vietnam, Thanh Hoa and Nghe An are currently below alert level 1.
From September 15-16, rivers in southern Phu Tho, Ninh Binh, Thanh Hoa and Nghe An may experience a flood event.
Flood peaks on the Boi River in Phu Tho, the Hoang Long River in Ninh Binh, and the upper Buoi, Ma and Chu rivers in Thanh Hoa may reach alert levels 1 to 2, with some rivers possibly rising above alert level 2.
The upper Ca River in Nghe An is forecast to rise above alert level 1.
The National Centre for Hydro-Meteorological Forecasting warned that Phu Tho, including the former Hoa Binh area, along with Thanh Hoa, Nghe An, Ha Tinh and Quang Tri, faces a high to very high risk of flash floods and landslides in mountainous areas and on steep slopes.
