Vietnam raises fines for railway safety violations

Vietnam has tightened administrative penalties for railway violations, introducing stricter fines for high-risk behaviour under new regulations.

Under Decree No. 81/2026/ND-CP, which takes effect from May 15, individuals found walking, sitting or lying on railway tracks face fines of VND 300,000 (USD 11.4) to VND 500,000 (USD 19).

The same fines apply to those present on railway tracks, bridges or tunnels reserved exclusively for trains without authorisation, as well as to individuals allowing livestock to cross tracks unsafely or without supervision.

Drivers who bypass level crossing barriers while they are in operation, ignore red signals, or fail to comply with instructions from railway staff or traffic signs may be fined VND 18-20 million.

Those who damage crossing barriers or related railway infrastructure face penalties of VND 20-25 million.

Throwing objects such as bricks, stones or sand at trains is punishable by fines of VND 1-2 million. Meanwhile, selling goods on trains or at stations, violating onboard regulations, or throwing objects from trains may incur fines of VND 200,000-500,000.
