Vietnam, Belarus look towards stronger ties

At the talks in Minsk on May 15 after the welcome ceremony for PM Dung and his delegation, PM Myasnikovich praised Vietnam’s tremendous achievements which have helped raise the country’s regional and international status and prestige.

Developing the ties of friendship and mutually beneficial cooperation with Vietnam is one of the top priorities of Belarus’ external policies, said Myasnikovich.

PM Dung stated that in pursuing the foreign policy of independence, self-reliance, openness, diversification and multilateralization of external relations and active international integration, Vietnam always attaches great importance to consolidating and developing relations with traditional countries including Belarus.

The two PMs informed each other about the political, socio-economic situations in their respective countries and compared notes on regional and international issues of common concern.

They said that both countries need to enhance reliable political ties through delegation exchanges and promote bilateral cooperation in economics, trade and investment.

Addressing a press briefing after the talks, PM Dung said the two sides discussed ways to increase two-way trade turnover, ensure trade balance, and intensify investments.

They agreed to improve the operational efficiency of the Inter-Government Committee, properly implement plans set in the 2013-2015 economic cooperation programme, support export-import activities and speed up the Free Trade Agreement (FTA) negotiation between Vietnam and the Customs Union of Belarus, Kazakhstan, and Russia.

Both sides held that they will continue to boost closer cooperation in military technique- a potential cooperation areas thanks to their highly reliable political relations.
The two government leaders also concurred to expand cooperation in science- technology, education-training, culture, sports and tourism.

The Belarusian PM stated that dozens of contracts worth hundreds of millions of US$ were signed, making it possible for the two nations to double bilateral trade turnover in the time to come.

He said Belarus will provide credit financial assistance for Vietnam to help it carry out trade and investment projects while expressing the hope that his country will receive support and preference from Vietnam.

The two PMs noted with satisfaction over their countries’ close cooperation and mutual support at the UN and international forums as well as in Non-aligned Movement. They underlined the need to maintain peace, stability, maritime safety and security in the East Sea and peacefully settle disputes in accordance with international law.

PM Dung thanked Belarusian leaders and authorities for creating favourable conditions for the Vietnamese community which he hopes will contribute more to tightening the friendship and cooperation between the two countries.

Dung used the occasion to invite his Belarusian counterpart to visit Vietnam and his invitation was accepted with great pleasure.

After the talks, Dung and Myasnikovich signed a joint communiqué on the outcome of PM Dung’s visit to Belarus and witnessed the signing of a cooperation agreement on information and communication, a Memorandum of Understanding (MoU) on power energy cooperation and a 2013-2015 cooperation plan for standardization, measurement and quality.

Also the same day, PM Dung met with Chairman of the House of Representatives (Lower House) V. Andreichenko and Deputy Chairman of the Council of the Republic (Upper House) A. Rusesky.

He briefed the hosts on the outcomes of talks with his counterpart M. Myiasnikovich. 
PM Dung proposed the Belarus’ National Assembly increase its legal supports for the swift implementation of signed agreements and boost cooperation between the two countries’ localities.

He said during the talks, the two sides agreed to continue revamping the legal foundations for bilateral cooperation and actively supporting import-export activities to increase two-way trade while boosting industrial and agricultural cooperation, and expanding cooperation in potential areas such as education-training, science-technology.

Dung suggested the Belarus side continue creating favourable conditions for the Vietnamese community to live and do long-term business in the host country as a contribution to consolidating the friendship and mutual understanding between the two peoples.

The two Belarusian legislators said that the Vietnamese and Belarusian legislatures have enjoyed close cooperation through regular exchange of high-ranking delegations.

They affirmed that the National Assembly of Belarus strongly backs cooperation between the two countries, especially in economics, trade and investment with the aim of reaching the US$1 billion trade target in the near future.

Both sides expressed their pleasure at the close coordination between the two countries at the United Nations, Non-Alliance Movement as well as other international forums and organisations, including inter-parliamentary forums on democracy and human rights.
