On the morning of September 4, authorities in Kim Anh Commune launched enforcement measures against four illegal construction projects in Thai Vu Village.
The properties are located near Dong Do Lake in the former Soc Son District, an area that has been at the centre of repeated disputes over unauthorised construction on forest land.


The first development, known as Solara Dong Do, includes a one-storey building, a swimming pool, a two-storey structure and an iron gate, covering a total area of about 475 square metres.
The second property, Homestay Huy Hoang, comprises 12 structures subject to demolition, including nine steel-frame buildings, a swimming pool and a concrete yard, covering approximately 1,000 square metres.
The third site consists of three structures with a combined area of more than 160 square metres, while the fourth covers around 154 square metres.

A representative of Kim Anh Commune People's Committee said enforcement actions and remedial measures against the four cases were expected to be completed by September 5.
The action follows inspections and verification carried out by the Hanoi Department of Agriculture and Environment after media reports highlighted the violations.
Based on the department's findings, the Hanoi People's Committee Party Committee concluded that responsibility for the violations rested with the Chair of Kim Anh Commune People's Committee, a Vice Chair of the commune authority and the head of the commune's Economic Division.
The committee has proposed that city authorities direct the Hanoi People's Committee to focus on three key tasks related to the case.
First, Kim Anh Commune must urgently inspect, review and completely resolve violations at five land plots where breaches occurred after July 1, 2025, with all enforcement measures completed by September 5.
Second, authorities must clearly identify the responsibility of organisations and individuals involved and take disciplinary action in accordance with the law.
Third, local authorities are required to review and identify any additional violations that have not yet been reported, proactively handle them under existing regulations, strengthen oversight and prevent new breaches. They will bear full responsibility before the Hanoi Party Committee and the city administration for forest management within their jurisdiction.

The Dong Do Lake area and the Soc Son protection forest have long been regarded as hotspots for illegal construction and forest land encroachment. Government inspectors previously issued findings identifying numerous violations, but many developments remain unresolved despite years of scrutiny.
