UK shares public-private partnership experience with Vietnam

British experts shared their views on PPP opportunities for Vietnam, including an explanation of the legal framework of a PPP model.

British experts shared their views on Public Private Partnership opportunities for Vietnam at a workshop titled “Public Private Partnership (PPP) – a British perspective on opportunities for Vietnam” held today in Hanoi by the British Embassy.

It is an expression of the UK‘s interest in working as Vietnam’s key partner in PPP delivery.

According to Kate Harrisson, Deputy Head of Mission at the British Embassy, PPP has been a cornerstone of the modernisation of the public service delivery in the UK with more than 900 projects, involving private finance of around $100 billion approved in the UK in the last 12 years.

“I hope that the UK can now share its experience with Vietnam at a time when Vietnam is looking at new ways of finding finance for crucial infrastructure projects,” she said.

In his opening speech at the workshop, Vice Minister of the Ministry of Planning and Investment, Dang Huy Dong, thanked the British Embassy for providing the forum for Vietnamese Government Agencies and businesses to meet and discuss with experts from the UK on how to successfully implement a PPP programme. Dong also said that PPP would certainly bring good benefits for infrastructure development in Vietnam.

Guest speakers from British businesses shared their views on PPP opportunities for Vietnam, including an explanation of the legal framework of a PPP model, how to establish infrastructure PPP projects in an emerging market, how to avoid disputes and how to enhance transport development through PPP.

In closing the workshop, Prince Andrew, the Duke of York and the UK’s special representative for international trade and investment, appreciated the bilateral relationship between Vietnam and UK.

“Two key areas of this relationship cover trade and development, both are essential elements for a country’s well-being and as part of that relationship we see the concept of Public Private Partnerships as being a key ingredient to deliver the necessary infrastructure which will bring increased trade and investment,” shared Prince Andrew.

Participants to the workshop are high ranking officers from ministries, general directors, directors from state owned corporations and private groups and companies.
