The suspects were detained in La Da Commune after an early-morning chase on June 20.
Police launched the operation after receiving reports from residents about two men allegedly stealing dogs in the area.

While fleeing, the pair rode a motorcycle at high speed along National Highway 55 and used a high-powered flashlight to dazzle those pursuing them.
When confronted by authorities, the suspects reportedly rammed through a checkpoint before abandoning their motorcycle and attempting to escape.
During the pursuit, one of the men allegedly used a homemade stun gun to resist arrest, injuring a member of a local security and order team.
The suspects were eventually apprehended with the assistance of local residents.
Police seized a motorcycle, several dog carcasses and other evidence at the scene.
