By the afternoon of August 29, the system was centred near the Hoang Sa Islands, about 630 km from Quang Tri Province and 450 km from Hue City, the National Centre for Hydro-Meteorological Forecasting said.
The depression is forecast to become a storm around 1 am on August 30, located 360 km east-southeast of Quang Tri. By the afternoon, it will bring strong winds to waters from Nghe An Province to Hue before weakening inland over Laos and Thailand.
Authorities warned of dangerous conditions at sea and along the coast from Thanh Hoa to Danang, posing risks to vessels, fish farms and coastal structures.
From the night of August 29 to August 31, rainfall of 200 to 350 millimetres is forecast from Thanh Hoa to Hue, with some areas expected to exceed 600 millimetres. Between August 30 and 31, the northern midlands, Red River Delta and Danang may see 100 to 200 millimetres, with local totals over 400 millimetres.
