Swedish State Secretary visits Vietnam to boost innovation and trade ties

Swedish State Secretary Sara Modig is visiting Vietnam from November 2 to 4 to strengthen cooperation on sustainable development, innovation and green infrastructure.

Her trip leads a Team Sweden delegation and builds on the sectoral strategic partnership agreement signed during Prime Minister Pham Minh Chinh’s visit to Stockholm in June 2025, deepening collaboration in science, technology, digital transformation and sustainable growth.

Driving green transformation

Under the theme Building Green Ports and Modern Railways, the delegation, comprising major companies and technical experts, met Vietnamese ministries, local authorities, investors and industry groups to explore cooperation opportunities in green transport infrastructure. Discussions included development of the North-South high-speed railway and support for environmentally responsible port operations.

Modig also met representatives of more than 70 Swedish firms operating in Vietnam, reflecting Sweden’s growing industrial presence and support for Vietnam’s modernisation and energy transition.

“Vietnam is a dynamic and forward-looking partner for Sweden,” said Johan Ndisi, Swedish Ambassador to Vietnam. “From smart infrastructure to digital innovation, we see great potential to co-create green, competitive and inclusive solutions. Together, our countries are well placed to shape a sustainable, resilient and knowledge-driven future.”

Innovation ecosystems and academic exchange

In Hanoi, Modig will present Sweden’s innovation ecosystem at Erasmus+ and Horizon Europe Day, organised by the EU Delegation to Vietnam with support from the Ministry of Education and Ministry of Science and Innovation.

Sweden ranked second among 130 economies in the Global Innovation Index published by the World Intellectual Property Organisation. As part of ongoing academic outreach, study fairs are taking place in Hanoi and Ho Chi Minh City to attract Vietnamese talent to Europe, with nine Swedish universities participating.

Sweden and Vietnam have a long history of student exchange and joint research. The Karolinska Institutet has signed four memoranda of understanding with Vietnamese universities and contributed to training 65 Vietnamese PhD graduates.

In autumn 2025, around 300 Vietnamese students were admitted to Swedish universities. Eleven received Swedish Institute Scholarships for Global Professionals, eight were awarded Pioneering Women in STEM Scholarships, and others joined sponsored programmes in climate technology and entrepreneurship.

Strategic business engagement

Modig also visited Haiphong for meetings with the city’s People’s Committee and Swedish businesses, and toured VinFast’s electric-vehicle plant.

Several Swedish firms play a key role in VinFast’s supply chain: ABB has supplied more than 1,000 industrial robots; Atlas Copco has provided compressor systems; and SKF provides bearings, underlining Sweden’s strong technical capacity and role in Vietnam’s fast-growing manufacturing sector.
