The 56-nautical-mile route, linking the mainland with Phu Quy Special Zone, is served by eight vessels, five passenger ferries and three cargo ships, carrying hundreds of passengers and goods each day.
Under the enhanced safety measures, authorities will inspect vessel certification, crew qualifications, passenger numbers, cargo loads, lifesaving equipment and fire safety systems before granting departure clearance.
Port authorities said departures would be suspended when winds reach force 8 or above, or when sea conditions are deemed unsafe.
Border guards will also verify passenger and crew manifests, cargo and vessel loading before final clearance is issued through an electronic system.
The tighter controls followed recent passenger vessel accidents elsewhere in Vietnam and were aimed at ensuring the safety of passengers, crew and cargo.
