Earlier, on September 19, the city permitted the resumption of beaches and sport activities.
However, wedding centres, tourist boats on local bays and religious activities are only allowed to receive people who are given at least one shot of Covid-19 vaccine and local residents or those who are from other localities but complete regulated quarantine regulations.

In November and December, Quang Ninh will focus on tourism promotion programmes to attract tourists from other localities.
The province has set a goal to welcome two million visitors from now until the year-end.
In the first nine months of this year, Quang Ninh served 2.58 million visitors, down 56.1% on-year, with a total revenue of VND5 trillion (USD217.391 million), down 59.1% on-year.
Quang Ninh has experienced 85 days without witnessing any new locally-infected Covid-19 cases. The locality has administered one million doses of Covid-19 vaccines, fulfilling 85.47% of the plan.
