The city government has tasked the Department of Construction with developing a support scheme for owners of older motorcycles that do not meet national emissions standards, along with a plan to waive the first emissions inspection fee.
The department will also expand the city's motorcycle emissions testing network and oversee inspection activities.
Police will enforce compliance with emissions standards and low-emission zone regulations using inspection data shared by Vietnam's vehicle registration authority.
Other city agencies have been assigned to develop financial incentives for vehicle replacement, improve fuel quality standards and conduct public awareness campaigns.
Under a government roadmap issued in April, Hanoi is among the first localities to introduce mandatory emissions inspections for motorcycles as part of efforts to curb air pollution from road transport.
