PM Pham Minh Chinh approves child protection programme in cyberspace

Vietnam has approved a national programme to protect children online and strengthen their digital skills as part of broader digital transformation efforts.

Under Decision No 468/QD TTg, the 2026 to 2030 programme aims to enhance child protection while promoting healthy development and building a generation of digital citizens.

The initiative seeks to shift child protection in cyberspace towards a proactive model focused on prevention and early intervention against online risks.

By 2030, all general education institutions are expected to implement cybersecurity solutions, while internet service providers must integrate systems to block harmful content.

Digital tools supporting education, counselling and smart assistance for children will be deployed across all centrally run provinces and cities.

The programme also ensures that all child victims of online abuse receive support and intervention upon request from themselves, their families or the community.

To achieve these goals, authorities have outlined 11 groups of tasks, including strengthening the legal framework, promoting children’s participation and narrowing the digital divide across regions.

The plan also prioritises the development and adoption of cybersecurity technologies, improved digital skills education and stronger state management and corporate responsibility.

It calls for greater use of digital technologies and modernised information systems in child protection, alongside nationwide communication campaigns to raise awareness and promote the role of families.

Additional measures include encouraging the creation of safe and educational digital content, strengthening enforcement capacity and strictly handling online child abuse.

The programme also emphasises improved coordination among agencies, expanded international cooperation and enhanced monitoring and evaluation mechanisms.
