PM asks for report on promotion of discredited Vinalines chairman

The PM has asked for a detailed report on the process for appointment of Duong Chi Dung as head of Vietnam Maritime Administration.

The Prime Minister has asked the Ministries of Transport and Interior to make a detailed report on the process for appointment of Duong Chi Dung as head of Vietnam Maritime Administration, despite a warrant for his arrest.

The police have launched a nationwide search for Duong Chi Dung

The two ministries have been required to make clear the appointment of Duong Chi Dung to this position at the same time when the Vietnam National Shipping Lines (Vinalines), where he was acting as chairman of the board of management, was being inspected by the State inspection agency.

The PM requested that the report be sent to him before May 31, 2012.


After reviewing the legality of the management, allocation of resources and assets at Vinalines, the State inspection agency found a number of misconducts. Dung was widely criticised for his lax management.


At a press conference held on May 27, the Minister and Chairman of the Government Office, Vu Duc Dam, claimed that Dung’s appointment as head of Vietnam Maritime Administration was made by the minister of Transport and that the ministry should responsible for answering the PM.


Dung was appointed general director of Vietnam National Shipping Lines (Vinalines) on August 2005. In July 2011, when the corporation was re-structured into a one-member State Company Limited, he was re-appointed chairman of the management board.


He was appointed head of Vietnam Maritime Administration by Transport Minister Dinh La Thang in early February 2012.


On May 19, the Ministry of Public Security initiated legal proceedings and ordered the arrest of Duong Chi Dung, but he could not been found at his residence or workplace. The police have launched a nationwide search for Dung.

 
Tran Duy Thanh, head of the police anti-corruption unit (C48), said that if Dung has fled abroad, police would seek assistance from Interpol to issue an international warrant for his arrest.
