Locals were surprised upon seeing that the lighting system of Hoa Binh Park (Peace Park) in Tu Liem District remained on at around 3:30pm on April 4.

Both the street lights and decorative lights for the lawn were stayed on in the daytime, attracting the attention of many people nearby.

"While the country is asking people to conserve energy, this park turns on lights when it's not necessary. It's such a waste," said one passer-by.

Currently, the Central Highlands and southern regions are facing droughts, creating low water levels in reservoirs. Many hydropower plants running at reduced capacity to conserve and maintain a secure supply for farmers.

The VND282 billion (USD13.5 million) park was opened to the public in October 2010 to celebrate Hanoi’s millennium anniversary of the city, taking up an area of 20 ha with a 3,000 square metre parking lot.

A lack of trees, however, left the park mostly deserted by local residents. Many sections of the park were found to be not looked after, according to people from the community. This gave residents of the neighborhood reason to be suspicious about the construction process.

"Not only do the street stalls infest the walkways in front of the gate, but also most of the park's gates are closed to visitors." according to Khanh, a resident of Tu Liem District.
