The ship, which was carrying 24 people on board, was said to sink in a couple of hours.
A tower-boat and a passenger boat of Vietnam reached Bright Roya in distress at 05.45am. All crewmembers were in good health condition.
Oil was continuing to flow into the sea, spanning an area of approximately 20,000 square metres.
The Quang Ngai port authority asked the Panama ship’s captain to work out measures to prevent FO oil from continuing spilling out over the sea.
The captain had yet to introduce appropriate solutions as the compartment containing FO oil ran deep into the mud and sand.
The local port authority also asked the captain to contact Vanguard Maritime Ltd to come up with towing plans, so as to minimise damage and secure the crew on board.
Two border guard ships also reached Bright Royal at 06.20am, asking the captain and his crew to leave the sinking ship, but the captain refused, according to Vietnam News Agency.
The Quang Ngai provincial People’s Committee instructed its relevant agencies to offer rescue work and deal with the oil spill.
