According to the board, most of the sandy beaches on Ha Long Bay are small and have a steep slope and numerous underwater rocks. When high tides come, they are often submerged.

To turn the sandy beaches into tourist beaches, apart from adding more sand, it would be essential to develop infrastructure like mooring points, piers, changing rooms and management offices. This construction could negatively affect the UNESCO World Heritage Site of Ha Long Bay.
The board cited experts from the International Union for Conservation of Nature (IUCN) as saying that tourism development must not affect the bay’s natural environment and ecosystem.
Earlier, the Quang Ninh Department of Tourism recommended opening more tourist beaches in Ha Long Bay.
