In a submission dated March 14, the provincial Department of Construction said the project would be located in Vinh Loc Ward and Dong Loc Commune, covering around 45 hectares.

The complex is intended to house key provincial bodies, including the Party Committee, People’s Council, People’s Committee, National Assembly delegation, Fatherland Front, and 14 departments and agencies, with workspace for about 2,127 officials and staff.
Total floor space is projected at nearly 195,000 square metres, including 12-storey office buildings with basements for major provincial bodies, as well as six to eight buildings for departments and agencies. Supporting facilities will include a guest house, technical infrastructure, green spaces and parking areas.
The project is proposed under a build-transfer model, with construction costs estimated at VND 2.31 trillion, equipment costs at VND 961 billion, and additional allocations for compensation, contingency and related expenses.
The development is expected to streamline administrative operations, improve governance efficiency and create a modern urban landmark for the province.
However, earlier reports of the project triggered a surge in land prices along the Vinh-Cua Lo Boulevard, particularly in the Nghi Phong area in late 2025. Some plots were advertised at VND 70-80 million per square metre, while prices for smaller alley plots rose to VND 17-25 million per square metre.
