The investor responsible for the Sailing Tower Hotel in Ha Tinh Province, which recently saw its lobby collapse, was found to have ignored safety regulations.

The accident left one dead and seven injured on October 2, when the lobby collapsed on construction workers.
This morning (October 3), DTiNews accessed documents showing the Hai Linh Joint Stock Company had ignored vital building regulations in the construction.
During a health and safety inspection on September 23, inspectors from the provincial Department of Construction discovered that the main lobby did not match the design approved by the local People’s Committee on November 12, 2004.
The main supporting pillar in the lobby was only designed to bear the weight of one floor, but the investor had ignored the dangers and constructed a second floor without revising their plans with local authorities.
According to Tuoi Tre, the scaffolding the workers used during the construction process was made mostly of wood and bamboo while the four collapsed pillars that were supposed to support a heavier roof lacked adequate amounts of metal.
On September 27, the department asked the investor to halt construction on the lobby, seek new construction licenses, and lodge their revisions before October 17.
However, the company ignored the request and continued its work, directly leading to the accident.
DTiNews also found about that the investor had hired unqualified workers and contractors lacked certification.
