Over the next five years, the city will expand telecommunications infrastructure, broadband internet and the Internet of Things (IoT) network. 5G coverage is expected to reach 95 per cent of the population, while 6G will be piloted in selected strategic areas.
The city also aims to have 70 per cent of information systems operating on cloud platforms, 80 per cent of databases digitised and linked with national systems, and 85 per cent of departmental data integrated into the city's shared data platform.
A smart city operations data centre will be developed and linked to the National Data Centre. The city also plans to deploy a digital twin platform integrating above-ground, underground and aerial spatial data with real-time IoT sensors to support urban management.
Under the plan, all eligible public services will be delivered fully online, while 100 per cent of administrative records and processing results will be digitised.
The city targets an online processing rate of 85 per cent and a 99 per cent public satisfaction rate for digital public services.
The digital economy is expected to contribute 30-40 per cent of the city's GRDP by 2030, supported by at least 300 innovative start-ups and two concentrated digital technology parks.
