The proposals were presented by HCM City People's Committee Vice Chairman Nguyen Manh Cuong at the sixth session of the 11th municipal People's Council for the 2026-2030 term on October 29.
Under the proposals, investment in the Hy Vong Canal improvement project in Tan Son Ward would be revised upwards to more than VND 2.5 trillion.

Covering more than 1km between Pham Van Bach Street and Tham Luong Canal, the project will involve dredging, embankments, roads, drainage upgrades and green spaces from 2026 to 2030, funded by central and local budgets.
The Bau Trau Creek dredging and improvement project, covering the section between Tan Hoa and Hiep Tan canals, would have its total investment revised to VND 4.7 trillion.
The adjustment reflects updated construction requirements, building costs, compensation, assistance and resettlement expenses.
The project aims to improve drainage, upgrade technical infrastructure and enhance environmental conditions in Phu Lam and Phu Thanh wards.
The city government also submitted a proposal for the Ba Tang Creek infrastructure and urban improvement project, with estimated investment of nearly VND 8 trillion, covering Binh Dong Ward and Binh Hung Commune.
The proposed works include dredging approximately 4km of the creek, constructing nearly 7km of embankments along both banks and around 4.5km of roads, alongside drainage systems, greenery and street lighting.
The project is expected to require about 38.2 hectares of land, affecting 851 households and other cases subject to compensation and site clearance, including 587 expected to require complete clearance.
Funded by the city budget and scheduled for the 2026-2032 period, the project aims to improve drainage, reduce erosion, relocate homes along and over the creek, and upgrade the environment, roads and urban landscape.
The three projects are expected to improve drainage capacity, reduce flood risks and gradually upgrade residential areas along HCM City's canals and waterways.
The city plans to assign the Urban Infrastructure Construction Investment Project Management Board as the developer of all three projects.
HCM City has previously invested tens of trillions of dong in upgrading waterways such as Doi Canal and Xuyen Tam Creek to improve water quality, reduce flooding and modernise urban infrastructure.
