Several supporting facilities under Component Project 4 of Long Thanh International Airport are at risk of missing their year-end completion deadline, despite the government's target of bringing the airport into commercial operation in December.

According to a report from the Ministry of Construction on the progress of the Long Thanh Airport project in Dong Nai City, a number of facilities essential to airport operations are significantly behind schedule.
The delayed works fall under Component Project 4 and include aviation and non-aviation service facilities such as cargo terminals, freight warehouses, aircraft maintenance hangars, inflight catering facilities, aircraft fuel supply systems and supporting technical infrastructure.
While the airport's core infrastructure is being completed in preparation for commercial operations in December, many auxiliary facilities have encountered delays caused by legal procedures and the investor selection process.
Among the second-phase projects, Cargo Terminal 2, the express cargo terminal and freight warehouse system, to be developed by Vietnam Airlines and Vietnam Aircraft Engineering Company (VAECO), have yet to break ground despite contracts having been signed in October 2025.
The Ministry of Construction said investors required additional preparation time and had encountered procedural obstacles, making it unlikely that these projects would be completed by December as directed by the prime minister.
Delays have also affected projects overseen by the Airports Corporation of Vietnam (ACV) and the Dong Nai People's Committee.
So far, Dong Nai authorities have completed investor selection only for the aircraft fuel pipeline system. Larger developments, including the airport city, the aviation industrial park and the airlines' operations centre, have yet to secure investors.
Meanwhile, ACV has not started construction of four cargo warehouses or the airport's solar power system.
For the first-phase projects under Component Project 4, including inflight catering facilities, ground support equipment maintenance areas and aircraft maintenance hangars, investors were selected in late 2024. Although construction has progressed more slowly than agreed under contract, authorities are pressing developers to complete the facilities before the airport begins operations in December 2026.
However, construction of Hangar 2, to be developed by VAECO, a subsidiary of Vietnam Airlines, has not yet started as authorities consider a proposal to revise the project's investment scale.

In response, the Department of Economics and Construction Investment Management has urged the Ministry of Construction to press Vietnam Airlines and ACV to report outstanding difficulties to the relevant authorities and propose revised investment schedules for delayed projects under Component Project 4.
The agency also called on the Dong Nai People's Committee to accelerate the selection of investors for the remaining projects to ensure the airport's supporting infrastructure is completed in time for the launch of commercial operations.
