Hanoi People’s Committee has proposed a metro development general plan to the Ministry of Transport.

Under the plan, in the first phase, the city wants to operate 96.8 kilometres of metro line by 2030 to help transport 2.2-2.6 million passengers per day or 7-8 percent of local travel demand.
Hanoi’s metro projects by 2030 would be VND14.6 trillion (USD573.67 million).
By 2035, 301 kilometres of metro line in Hanoi will be put into service to transport 9.7-11.8 million passengers daily. During this period, around USD22.57 billion will be needed for the city’s metro projects.
In the third phase, scheduled after 2045, the city will consider adding more metro routes based on its general planning.
The city will prioritise constructing metro routes connecting transportation hubs such as airports, railway stations and densely populated urban areas.
Hanoi wants to achieve a public transport passenger ratio of 50-55 percent by 2035 and to increase it to 65-70 percent after 2035.
