Under a draft resolution released for public consultation, the city plans to increase penalties for 47 violations, including illegal use of pavements and roadsides for street vending, parking and business activities.

The proposal would double fines for several traffic-related offences. Drivers who stop, park or turn vehicles improperly and cause traffic congestion could face fines of VND 8-12 million (USD 300-USD 460).
Parking a vehicle too far from the kerb could be fined between VND 1.6 million and VND 2 million under the proposal.
Street vendors selling goods on pavements or roads where trading is prohibited could face fines of VND 400,000-VND 500,000.
The draft also proposes fines of VND 4-VND 6 million for illegally using pavements or roadsides for markets, food services, vehicle repairs, car washing or advertising displays.
The proposal comes as Hanoi separately considers a pilot scheme allowing businesses and individuals to rent parts of pavements and roadsides for commercial activities and night-time economy services.
Under the separate proposal, pavement rental fees in central districts such as Hoan Kiem, Ba Dinh and Dong Da could range from VND 45,000 per square metre per month, while outer districts would face lower rates.
