The municipal administration is seeking public feedback on the draft, which proposes a range of measures covering marriage, childbirth and population development.
Under the proposal, couples marrying at the legal age and receiving pre-marital counselling and health checks in line with Ministry of Health guidelines would receive VND 1 million.
Women would receive VND 2 million per birth, including those from very small ethnic minority groups. Those who have their second child before turning 35 would be eligible for VND 4 million per birth.
Women qualifying for more than one form of childbirth support would receive only the highest applicable amount.
The draft also proposes incentives for wards and communes that help maintain replacement-level fertility.
Localities where at least 70 per cent of couples of reproductive age have two children for three consecutive years could receive a certificate of merit from the chairman of the Hanoi People's Committee and VND 30 million in financial support.
Those maintaining the rate for five consecutive years could receive VND 60 million and a certificate of merit.
The proposed measures are expected to take effect on January 1, 2027.
