Hanoi, HCM City need nearly USD 30 billion for urban rail

Hanoi and Ho Chi Minh City will need about VND 743.90 trillion (approximately USD 29.75 billion) to develop 30 urban railway lines, the construction minister said on April 20.

Construction Minister Tran Hong Minh told the National Assembly that Hanoi plans 18 lines and Ho Chi Minh City 12, with a combined length of about 2,224 kilometres.

He said infrastructure development, particularly transport, is a key driver for achieving double digit economic growth targets.

Under the national road plan to 2050, Vietnam aims to build 43 expressways spanning about 8,993 kilometres. Of these, 6,539 kilometres are scheduled for completion before 2030.

So far, around 3,345 kilometres of expressways have been opened nationwide. Of the total, 16 per cent are two lane roads, 47 per cent are restricted four lane routes and 37 per cent are full four to six lane expressways.

Another 1,252 kilometres are under construction and expected to be completed by 2027.

For the 2026 to 2030 period, the ministry plans to invest in and upgrade 1,721 kilometres of expressways, requiring about VND 802.86 trillion (approximately USD 31.48 billion).

In coastal infrastructure, about 1,701 kilometres, or 60 per cent of planned routes, have been completed, with 340 kilometres under construction across 10 provinces and cities.

The national railway master plan includes 25 lines totalling 6,658 kilometres, comprising seven existing lines and 18 new ones.

Priority projects include major routes such as Hanoi to Ho Chi Minh City, Lao Cai to Haiphong, and Ho Chi Minh City to Can Tho and Ca Mau.

Currently, three urban railway lines totalling about 41 kilometres have been completed nationwide, including two in Hanoi and one in Ho Chi Minh City.

In aviation, the plan targets 31 airports by 2030, including 15 international hubs, with a combined capacity of about 294 million passengers annually. By 2050, the number is expected to rise to 34 airports handling 533 million passengers.

Vietnam currently operates 22 airports with total capacity of around 155 million passengers per year.

In maritime transport, the country has 309 port berths with a combined length of about 107 kilometres along more than 3,200 kilometres of coastline, alongside 44 offshore oil and gas terminals. Total port capacity is estimated at 955 million tonnes per year.

The inland waterway system includes 310 ports, 6,332 berths and 2,562 ferry terminals nationwide.
