Communist Party of Vietnam (CPV) members with a third child or more will no longer face disciplinary action, according to a newly amended regulation issued by the Central Inspection Committee, which takes effect from March 20.

In early January 2025, the Ministry of Health submitted a proposal to relevant authorities advocating for the removal of outdated penalties related to population policy violations. The initial focus was on eliminating sanctions concerning the number of children.

Within the draft Population Law, the Ministry of Health has suggested policies to maintain a replacement-level birth rate, particularly given Vietnam's continuously declining fertility rate.

According to the 2024 Mid-Term Population and Housing Census, published by the General Statistics Office in early January 2025, Vietnam's population, as of April 1 2024, stood at over 101.1 million. Of this, 50.6 million were male (49.9 percent), while 50.7 million were female (50.1 percent).

Between 2019 and 2024, Vietnam's population increased by nearly one million annually, yet the average growth rate dropped to 0.99 percent, compared to 1.22 percent in the 2014-2019 period.

Vietnam's fertility rate in 2024 was 1.91 children per woman, falling below the replacement level of 2.1.

Demographic experts note that despite the widespread belief in the auspicious nature of the Year of the Dragon for childbirth, the 2024 birth rate was the lowest in the country's recorded history.

The General Statistics Office projects that Vietnam's population will reach approximately 102 million this year.
