The Danang Centre for Promotion of Human Resources Development (CPHUD) is suing 15 locals who despite being subsidised to study abroad refused to work for the local city authority as agreed.

CPHUD representatives said the 15 were beneficiaries of Project 922. The centre sponsors and enrols selected candidates in undergraduate and graduate training programmes in Vietnam and other countries so that they will work for the city following graduation.
On September 28, Danang People's Court opened trials for Ho Viet Luan and Huynh Thi Thanh Tra.
Luan received over VND2.6 billion (USD124,000) to study in the UK after agreeing to work for Danang City for seven years after graduation. If Luan loses the case he would be liable to pay USD620,000.
Tra was given over VND1.5 billion to study in the US. In 2012, she asked to stay and work in US for three years without funding. The centre agreed, saying after the deferment Tra would have to return and work for the city. Tra however avoided replying to any communication from the centre following the offer. The centre is demanding compensation of VND3.1 billion.
CPHUD director Nguyen Van Chien said they would attempt to ensure that those people who had violated their contracts with the centre face difficulties in getting visa extensions if abroad. The city police and Department of Immigration could bar people that have breached their contracts and family members, who have acted as guarantors, from leaving Vietnam.
Since the project was established in 2004, over 625 people have benefited from the subsidised opportunities to study offered by the centre.
