Construction begins on expressway linking Nam Dinh and Thai Binh

The People’s Committee of Thai Binh province held a groundbreaking ceremony for a 60.9-kilometre expressway segment connecting the provinces of Nam Dinh and Thai Binh on Monday morning.

The project carries a total investment of VND 19.785 trillion (approx. USD 780 million).

This segment is part of the larger Ninh Binh–Hai Phong Expressway, which spans a total of 117 kilometres across several northern coastal provinces. The section through Ninh Binh province, funded by the public budget, has already commenced construction. The remaining segment through Hai Phong will be funded by the city itself.

The Nam Dinh–Thai Binh section is being developed under a public-private partnership (PPP) model. Of the VND 19.785 trillion investment, VND 6.2 trillion will come from the central government, VND 3.173 trillion will be allocated for land clearance, and VND 10.448 trillion will be financed by the project’s investors, a consortium including Geleximco, Vinaconex, Phuong Thanh Tranconsin, Naso Co, and Hoang Cau IIC.

The expressway will span 27.6 kilometres through Nam Dinh and 33.3 kilometres through Thai Binh. Designed for speeds of up to 120 km/h, the road will feature four full lanes and a 24.7-metre-wide foundation. The route includes 23 bridges, four overpasses, and seven interchanges.

Speaking at the ceremony, Prime Minister Pham Minh Chinh urged all parties to expedite construction so the Nam Dinh–Thai Binh section can be operational by 2026. He emphasised the importance of the project in enhancing connectivity across the Red River Delta.

The Prime Minister noted that from the beginning of the current government term, efforts had been made to resolve transport bottlenecks in the region through close coordination with leaders of Hai Phong, Nam Dinh, and Thai Binh. The expressway was divided into three segments: Ninh Binh’s portion is publicly funded; the Nam Dinh–Thai Binh segment is a PPP project; and the Hai Phong portion will be financed by the city.

He also highlighted Thai Binh’s ongoing transition from an agriculture-based economy to one focused on industry and services. Despite its strategic location within the Hanoi–Hai Phong–Quang Ninh economic triangle, the province still faces infrastructure gaps that hinder development.

On behalf of the investor consortium, Geleximco Chairman Vu Van Tien pledged to ensure both the progress and quality of the project. He stated that the project would utilise digital technologies, including Building Information Modeling (BIM), throughout the design, infrastructure, and construction phases to reduce errors, lower costs, and improve both quality and durability.

Nguyen Manh Hung, Chairman of the Thai Binh People’s Committee, reported that land clearance has been largely completed in agricultural areas, and land is ready to be handed over to the contractors.

Once fully completed, the Ninh Binh–Hai Phong Expressway will connect with the North–South Expressway, the Hanoi–Hai Phong Expressway, and several key national highways and economic corridors. It will also enhance access to international airports such as Cat Bi and Van Don, major seaports, and the Mong Cai international border gate. The project is expected to significantly strengthen regional transportation links, create new development space for the southern Red River Delta, and boost economic prospects for Ninh Binh, Nam Dinh, and Thai Binh provinces.
