Officers identified the driver as a Chinese national, who failed to produce either an international driving permit or another licence recognised as valid in Vietnam.

Police also cited the vehicle owner for handing the car to a person who was not legally qualified to drive. The combined fines for the driver and the owner could total up to VND 80 million (USD 3,050).

Authorities reminded foreign motorists that they must hold a valid international driving permit or a driving licence recognised by Vietnam before driving in the country.
