An inter-agency team has been deployed to tackle pavement and roadway encroachment affecting urban aesthetics and tourism, removing illegally placed items such as plants, advertising boards, tables and chairs obstructing public space.

Inspections on key central streets have swiftly addressed violations, clearing obstructions to improve traffic safety and pedestrian access. Businesses have been urged to commit to not reoccupying pavements, with repeat offenders subject to penalties.
The campaign combines strict enforcement with public outreach to boost compliance and enhance the area’s image, with several streets already cleared and pavements restored to pedestrian use.
Authorities said inspections will continue regularly to prevent repeat violations, alongside stronger outreach to ensure compliance with pavement and roadway regulations.
From April 1, vehicles with 16 seats or more, except priority vehicles, will be banned from parking in Cat Ba’s central tourism area, including 1-4 Street, Tung Dinh, Nui Ngoc, Cat Tien, Nui Xe and Lo II-Nui Ngoc.
Designated parking and transfer points have been arranged at Ang Soi Junction and Ben Beo parking area, among others. Fixed-route coaches will pick up and drop off passengers at the Ang Soi transfer hub.
Authorities are prioritising smaller, eco-friendly transport such as electric vehicles, minibuses and shuttles to ease congestion, improve urban order and support a green Cat Ba tourism model.
