Prime Minister Nguyen Tan Dung on July 27 approved Hanoi Master Plan, in which, Ba Dinh District will still be the national politicial and administrative centre.

Hanoi will have five satellite urban areas
By 2020, the city will have 7.3-7.9 million people, and by 2050, it could reach 10.8 million.
In the coming years, the headquarters of a number of central agencies will be moved to Me Tri area in Tu Liem District, and the west of West Lake in Tay Ho District.
Headquarters of the People’s Committee, People’s Council and the Party Committee of Hanoi will be located around Hoan Kiem Lake.
The areas situated along the two sides of Red River will be home to parks and cultural and entertainment facilities capable of hosting large events.
The capital city will have five satellite urban areas namely Hoa Lac, Son Tay, Xuan Mai, Phu Xuyen and Soc Son. Hoa Lac will be home to Vietnam National University-Hanoi and Hoa Lac Hi-tech Park. This, it is hoped will become a centre of hi-tech development.
Son Tay will be a cultural urban area with tourism places of Son Tay Citadel and Duong Lam Ancient Village. Phu Xuyen urban area will accommodate industrial parks and complexes; Xuan Mai will concentrate on traditional handicraft development; and Soc Son urban area will develop clean industries and eco-tourism services.
More space for schools in the inner-city
According to the plan, Hanoi will build university complexes covering a total of 3,500-4,500 ha in Gia Lam, Phu Xuyen and Soc Son districts; Son Tay Town; Hoa Lac Town and Chuc Son Town in Chuong My District.
The area of relocated state agencies and industrial parks will be used to enlarge existing secondary and nursery schools or build new ones.
Under the plan, medical centres and hospitals which provide treatment for infectious diseases will be moved out of the inner-city and their areas will be used for research and training and hi-tech medical development.
The city will also build international-standard medical complexes, inlcluding rehabilitation centres and medical equipment production facilities, in Gia Lam-Long Bien, Hoa Lac, Soc Son, Phu Xuyen and Son Tay.
A number of the big national and municipal hospitals will be expanded to help ease their overload.
Hanoi will also further develop public transport such as express bus services, metro routes and elevated railways.
New traffic routes will be built to link Hanoi’s central urban areas with outlying ones, including Tay Thang Long-Son Tay, Ha Dong-Xuan Mai and West Lake-Ba Vi.
