ADB, Vietnam to enhance climate smart agriculture and aid effectiveness

ADB and Vietnam signed loan agreements totalling USD111.88 million to help Vietnam enhance low carbon agriculture development, and strengthen capacity to better start-up.

The Asian Development Bank (ADB) and Vietnam signed loan agreements totalling USD111.88 million to help Vietnam enhance low carbon agriculture development, and strengthen capacity to better start-up, prepare and implement ADB-financed projects.

ADB Country Director for Vietnam Tomoyuki Kimura said that with the adoption of the Green Growth Strategy, Vietnam was beginning to move onto a path of low carbon climate-resilient development.

“The ADB is ready to support the country to realise the vision of low carbon and inclusive growth, and accelerate its efforts to transform Vietnam’s agriculture production into a more environmentally-friendly and sustainable system,” he said.

Agriculture is the largest producer (50%) of green house gas emissions, with livestock farming contributing 35% of the GHG emissions. Livestock production contributes to poverty reduction and economic prosperity in the rural areas. However, a growing number of farmers and medium- to large-scale enterprises raising livestock have put increasing stress on the environment.

The $74 million loan from ADB’s Asian Development Fund (ADF) will finance the Low Carbon Agricultural Support Project, which will focus on mainstreaming climate-smart agricultural waste management practices by supporting waste management infrastructure, providing credit for biogas value chains and facilitating the transfer and deployment of improved technologies for agricultural waste management. The project will reduce pollution from agricultural waste and create a healthier environment and livelihood in 10 provinces.

Another $37.88 million ADF loan signed was for the Project Preparation and Start-up Support Facility which will enable Vietnam to better start-up, prepare and implement ADB-financed projects to ensure more effective use of aid.
